Conducting Scientific Research in Mexico

Research Permit Application Requirements

All applications should contain the following information:

1. Detailed research prospectus, in Spanish, including:

  • Name of chief scientist and related institutions;
  • Dates of research period;
  • Purpose and objectives of the research;
  • Detailed list of all scientific equipment to be used;
  • Detailed list of names (common and scientific) of species to be collected (if any) and the estimated number of each, (note: if you do not know what species will be found, or you are planning to collect undescribed species, this should be noted as well as your rationale/objective for collecting such specimens);
  • Methodology for collecting and transporting samples and specimens and description of how the resulting data will be used;
  • Indication of the physical form in which data will be collected, stored and evaluated, and where the data will be available;
  • Chart of the proposed research area;
  • Indication of research funding sources;
  • Links (if any) with other past or present research projects (if the research is part of a larger project with components outside of Mexico, this should also be mentioned);

2. A curriculum vitae and 2 passport-sized photographs of the chief scientist and co-chief scientist, if one is designated.

3. A list of all participants including name, citizenship, passport number, institution, and a brief description of activities in the project.

4. A letter of support from the head of your institution, approving the research.

5. A letter of endorsement from your Mexican counterpart describing their proposed participation in the research. In cases where there is no counterpart, a letter of support from a Mexican scientist or institution should be included.

Note: The Government of Mexico expects the applicant to pay all travel expenses for at least one Mexican government participant.

6. If there is to be any collection of specimens, scientists must pay a Collection Fee (a fee for “exploitation of natural resources” required by Mexican law). This fee (currently $9,674.00 Mexican pesos, approximately $930.00 U.S. dollars) should be paid with an international draft or cashier’s check in Mexican pesos payable to: TESORERIA DE LA FEDERACION. Checks for an equivalent amount in dollars may be submitted when it is not at all feasible to obtain a check in pesos, but dollar checks may present problems and delays in processing the research permit application).

(Due to currency fluctuations, the above fee may change every six months. Ask the Embassy for the current amount before obtaining the check).

Note: Scientists working under institutional agreements or under an agreement with a Mexican scientists certified by Mexico’s National Researchers System (Sistema Nacional de Investigadores – SNI) will be exempted from paying this fee.

Applications for research vessel clearances must be processed through the U.S. Department of State, Office of Oceans Affairs. Applications for permits to conduct oceanographic research must be submitted to:

NOTE: If the vessel used is a Mexican flag vessel, it is sufficient to mention that fact and to provide the names of the vessel and the vessel’s owner institution.

Applications should include all the information required for all other research permits, plus a complete description of the vessel and related information, including:

  • Name of the vessel;
  • Name of the vessel owner and operator;
  • Physical description of the vessel (gross tonnage, length, draft, etc.);
  • Name of the vessel’s captain;
  • Number of crew members and scientific staff on board;
  • Identification of other persons on board not related to the scientific party or the ship’s crew and their function (photographers, journalists, observers, etc.):
  • Identification of radio wavelengths to be used, and indication that the vessel continuously monitors emergency frequencies;
  • Indication of the number of berths available for Mexican participants (the Mexican government requires space for at least one Mexican participant); and
  • Dates and places, and reason for proposed port calls to Mexican ports, if any.

Applications for permits to conduct aerial research may be processed through the U.S. Department of State, Office of OES/O/SAT (Science and Advanced Technology, or directly with the Embassy. Applications for permits to conduct aerial surveys must be submitted to:

Applications should include all the information required for all other research permits, plus a complete description of the aircraft and related information, including:

  • Flight tracks;
  • Copy of the pilot’s license;
  • Copy of the aircraft’s registration;
  • Copy of the aircraft’s Certificate of Airworthiness; and
  • Copy of the aircraft’s insurance policy.
