Garza Announces New
TIES University Partnerships
On March
1, 2004, Ambassador Garza announced thirteen new Training,
Internships, Exchanges, and Scholarships (TIES) partnership
awards at a ceremony with Mexico's Secretary of Education Dr. Reyes
Tamez Guerra.
Also presiding
the ceremony were Edward Kadunc;
Director of the Mexico office of the
United States Agency for International Development
(USAID), and Joan Claffey,
Director of the Association Liaison Office for University Cooperation
in
Development (ALO). Representatives
from the 30 partnerships between Mexican and American universities
under the TIES Initiative
attended the ceremony held at the Universidad Iberoamericana,
Santa Fe campus.

“The
issues that face Mexico and the United States today—from
environmental degradation to economic growth— require
sustained cooperative effort that institutions of higher learning
can provide,” said
U.S. Ambassador Tony Garza. “I am pleased to announce
that the United States Agency for International
Development (USAID) is providing another USD $3.7
million for the new Training, Internships,
Exchanges, and Scholarships (TIES) partnership awards
presented today.” The project is ultimately
scheduled to make a $50 million dollar investment over
the course of six years.
Presidents
Bush and Fox announced the TIES Initiative to advance the objectives
of the U.S.-Mexico Partnership for Prosperity in September
2001. ALO and the USAID office in Mexico implements the TIES initiative.

After the ceremony, Ambassador Garza hosted a reception to honor
the participants in the TIES project.
"There is no more critical issue for Mexico and the United
States than education. It holds the long-term key for our shared
challenge to remain economically competitive, and to build the
kind of future we seek for our children," said Amb. Garza, "I
want to acknowledge and thank all of the people here tonight
from US and Mexican universities, many of whom have travelled
a long way to be here. You are the people who bring this program
to life with your work every day."
